The National Planning Institute was established by Law No. 231 of 1960 as a public institution with an independent legal personality to enhance the approach and thought of scientific planning in Egypt through research, training and educational activities, support the role and tasks of the Ministry of Planning, disseminate thought and planning work in all national institutions, and spread a culture of planning in society The Egyptian.
In confirmation of the Institute’s role in supporting comprehensive development in Egypt since its establishment, the Institute has been provided with the necessary human and material capabilities and has sent many scholarships to all parts of the world to obtain scientific degrees in various disciplines. The Institute has also brought in the world’s leading experts in the field of development and planning for the transfer of experience And knowledge to the Institute, and many areas of cooperation with international organizations of the United Nations, and many scientific institutes in Europe, Africa and the Middle East. The institute was also provided with technological capabilities with the standards of the times, as the institute had the honor and preceded the possession of the first computer in Egypt in 1960.
Throughout its career of more than five decades, the Institute has made significant additions and contributions to its core areas of work and tasks. The Ministry of Planning participated in preparing various development plans and strategies, and in evaluating, selecting and studying major projects, as well as supporting the planner’s efforts in dealing with important aspects of development such as: regional development, study of slums, environmental and sustainability issues, gender planning, trade and navigation cooperation between the countries of the Basin. In the field of training and consulting: the institute’s achievements were no less distinguished, as the institute’s training contributions varied, and reached strategic and non-traditional aspects to support development, as well as included multiple and diverse categories and sectors, with local, Arab and international participation. Among the most prominent activities of the Institute in this field is the implementation of dozens of training programs annually in the Egyptian governorates, ministries and government agencies, in addition to various training in the field of computing. The Institute’s diploma also contributed over many decades to building the capabilities of thousands of youth and leaders of Egypt, Arab and African countries in the field of planning and development.
In the field of postgraduate studies: the institute has witnessed a qualitative leap in recent years by starting the institute’s master’s program for planning and development, which was approved by the Supreme Council of Universities in 2008/2009, and preparing to start implementing a master’s program in cooperation with the African Institute for Economic Development and Planning IDEP.
In addition to the foregoing, the Institute has accumulated, through its busy career, a distinguished stock of experiences and knowledge that represented competitive advantages for it throughout its long career, such as: expertise in operations research, modeling, statistics and national accounts, experiences in creating databases, information and knowledge in various planning and development fields, and experiences in developing documentation and accounting capabilities. With the aim of developing the roles of the Institute, Law No. 13 of 2015 was recently issued regarding the National Planning Institute to reinforce and confirm its role as a public body with an independent legal personality that exercises scientific activity, and as a leading center for thinking on planning and development issues, and to confirm its role in promoting research and studies related to the preparation of development plans. The state and the means of its implementation, and studying the scientific foundations and methods of planning and development with the aim of providing those in charge of the planning process at all levels, decision makers and policy makers with strategic visions and alternatives, and spreading awareness and knowledge of planning issues and comprehensive and sustainable development in society. The new institute law also stipulates the right of the institute, alone or in cooperation with others, to award scientific degrees: diploma, master’s and doctorate in the areas of planning and development.
